What is BIS?
BIS certification is the ISI certification issuing agency, the Bureau of Indian Standards (BIS), which is specifically responsible for product certification. According to the BIS Act, 1986, the Bureau of Indian Standards (BIS) is responsible for product certification and is the only product certification body in India.
BIS consists of 5 regional bureaus and 19 branches. It was formally established in 1987 to replace the Indian Standards Institution established in 1946. The regional bureau supervises the corresponding branch bureau. The eight laboratories affiliated with BIS and some independent laboratories are responsible for the inspection of samples taken during the product certification process. These laboratories are all implemented in accordance with ISO/IEC17025:1999.
The Bureau of Indian Standards (BIS) is affiliated to the Ministry of Consumer Affairs and Public Distribution. Although it is a social legal entity, it exercises government functions. Its main tasks are to formulate and promote national standards; implement the conformity assessment system; and participate in international standardization activities such as ISO and IEC on behalf of the country.
BIS certification process:
1. Application. Foreign manufacturers who wish to obtain BIS certification generally need to use a special application form and prepare relevant documents to apply to the BIS New Delhi headquarters.
2. Record. BIS reviews the application documents and information submitted by the applicant and records the application if all procedures are complete. Applicants are required to pay the corresponding processing fee.
3. Initial factory inspection. BIS will assign a team of no more than two officials to visit the factory for inspection. The applicant must bear the travel expenses, visa fees and other expenses of the official team visiting the factory for inspection and the corresponding inspection fees.
4.Issue certificate. If the initial inspection and test results are satisfactory, and the applicant agrees to implement the BIS-approved inspection and test plan after certification and pays the BIS marking fee, a certificate may be issued to the applicant. The certificate is valid for 1 year. After the certificate is granted, the holder must pay the identification fee and annual certificate fee every year.
5. Post-certification supervision. BIS monitors the quality of its certified products through regular supervision of certifiers and surprise inspections and tests of samples in factories and on the market. If regular inspections are carried out and samples taken from the factory or the market are inspected by the factory and independent tests meet the requirements, the certificate can be renewed. The certificate holder applies for renewal by submitting the prescribed form to BIS and the certificate renewal fee is Rs 500. The certificate holder shall also bear the sample inspection costs.
