What is a Commodity Inspection Clearance Certificate?

The commodity inspection clearance form is the commodity inspection certificate required for goods that are subject to legal inspection.

What is the commodity inspection procedure?

The inspection of imported and exported commodities in my country mainly consists of four steps: acceptance of applications, sampling, inspection and issuance of certificates.

1. Acceptance of inspection: Inspection refers to the foreign trade parties applying for inspection to the commodity inspection agency. When submitting for inspection, you need to fill out the "Inspection Application Form", fill in the inspection and appraisal work items and requirements, and submit the sales contract signed with the external party, transaction samples and other necessary information.

2. Sampling: After accepting the inspection report, the commodity inspection agency will promptly send personnel to the cargo storage location for on-site inspection and identification. When sampling, a certain number of samples (specimens) that can represent the quality of the entire batch of goods should be taken from different parts of the goods for inspection purposes in accordance with the prescribed method and a certain proportion.

3. Inspection: After accepting the inspection application, the commodity inspection agency will carefully study the declared inspection items, determine the inspection content, carefully review the contract (letter of credit) provisions on quality, specifications, and packaging, clarify the basis for inspection, determine the inspection standards and methods, and then conduct sampling inspection, instrumental analysis inspection, physical inspection, sensory inspection, microbiological inspection, etc.

4. Issuance of certificate: In terms of export, all export commodities listed in the "category list" will be issued with a release note after passing the commercial inspection (or a release stamp will be stamped on the "Export Goods Declaration Form" to replace the release note). If the contract or letter of credit stipulates that the commodity inspection and certification shall be carried out by the commodity inspection department, or if a foreign country requires an inspection certificate, the required cover certificate shall be issued in accordance with the regulations; if no certificate is provided to a foreign country, only a shipping order shall be issued. Export commodities other than those listed in the [category table] shall be inspected by the commodity inspection agency and may only be shipped after they have passed the inspection and a certificate or release note has been issued. In terms of imports, after the imported goods are inspected, an "Inspection Notice" or "Inspection Certificate" will be issued for external settlement or claims. Any problems found in imported goods that are inspected and accepted by the receiving and using units themselves can be used for external claims. For those that have passed the acceptance, the receiving and using units should send the acceptance report to the commodity inspection agency to close the case within the validity period of the claim.
