What is the 3C certification system?
3C compulsory product certification is to implement compulsory testing and review of products listed in the "Catalog" by formulating a product catalogue for compulsory product certification and implementing compulsory product certification procedures.
All products included in the compulsory product certification catalogue must obtain a certification certificate from a designated certification body and have the certification mark affixed in accordance with regulations. Otherwise, they shall not be imported, sold out of the factory or used in business service locations.
The compulsory product certification system is a product conformity assessment system implemented by governments in accordance with laws and regulations to protect the personal and animal and plant life safety of consumers, the environment, and national security. It requires that products must comply with national standards and technical regulations.
No need for 3C products:
The following 4 items do not require 3C certification:
1. Personal belongings of foreign embassies, consulates, international organizations in China and their diplomatic personnel;
2. Personal belongings of official agencies of the Hong Kong and Macao governments stationed in the Mainland and their staff;
3. Personal belongings brought into the country from abroad;
4. Intergovernmental aid/gifts.
No need to apply for 3C product certification:
The following 5 products are exempt from 3C certification:
1. Products and samples required for scientific research, testing and certification;
2. Products directly required for maintenance purposes by end users;
3. Equipment/components required for factory production lines/complete production lines (excluding office supplies);
4. Products that are only used for commercial display but not for sale;
5. Parts imported for the purpose of exporting the entire machine.
