What is an ATA Carnet?  

ATA carnet is the "temporary import clearance carnet", also known as the duty-free import passport for goods. ATA is a customs document widely used internationally. It is a combination of the first letters of the French word Admission Temporaire and the English word Temporary Admission, which means "temporary import".

The ATA carnet system was created in the 1960s with the frequent international exchanges of temporary import and export goods. It aims to unify and simplify the customs supervision requirements of temporary imports and exports in various countries. It is a system that aims to simplify customs procedures and provide more convenience for temporary import and export activities. At present, nearly 70 countries and regions around the world have implemented the ATA carnet system, and the value of goods cleared using the ATA carnet exceeds US$10 billion each year.

ATA carnet is often referred to as Carnet abroad, which is the abbreviation of ATACarnet. Goods using the ATA carnet are different from ordinary imported goods. When such goods circulate internationally, their ownership is not transferred, so they are called temporarily imported goods.

What is the process of applying for an ATA carnet?

1. Enterprises and institutions applying for ATA carnets for the first time should go through the registration procedures and submit a copy of the business license or corresponding official documents stamped by the local Industry and Commerce Bureau.

2. For each application for an ATA carnet, the applicant should fill in and submit an application form in detail.

3. Fill in and submit the general list of goods in a specific format in the ATA carnet, which includes the item number, name, quantity, weight, value, place of origin, etc.

4. Submit cargo guarantee. Goods under the ATA carnet are imported duty-free. If the goods cannot be re-exported in the importing country due to being sold, donated or other reasons, the holder shall pay the import taxes to the importing country, and the China Council for the Promotion of International Trade shall bear joint and several guarantee liability for this.
