Recently, the People's Government of Jilin Province issued the "Implementation Plan for the Construction of China (Changchun) Cross-border E-commerce Comprehensive Pilot Zone" (hereinafter referred to as the "Plan"), which clarified the overall goals, core tasks, development pattern, work measures and guarantee measures for the construction of Changchun Cross-border E-commerce Comprehensive Pilot Zone. The plan points out that Changchun should be built into a core node city for cross-border e-commerce in Northeast Asia with the characteristics of the "Belt and Road" initiative.

It is understood that the plan also proposes that Changchun’s current core task is to build “three major platforms and seven systems”. The “three major platforms” are online comprehensive services, offline comprehensive parks and cross-border e-commerce dual innovation platforms; the “seven major systems” are information sharing, financial services, intelligent logistics, e-commerce credit, quality and safety, statistical monitoring and risk prevention and control systems.

This year, Changchun City will start the construction of an online comprehensive service platform. At the same time, all functions of the seven major systems will be gradually connected to the platform.

It is reported that Changchun's cross-border e-commerce exports have maintained a high growth rate of more than 30% year after year. In July 2018, Changchun was approved by the State Council to build a comprehensive cross-border e-commerce pilot zone, becoming one of the pioneering cities in the development of cross-border e-commerce in the country.

In November of the same year, according to the decision of the State Council Executive Meeting, from January 1, 2018, cross-border e-commerce bonded imported goods entering Changchun Xinglong Comprehensive Bonded Zone will be subject to the 1210 bonded e-commerce supervision method, and will be supervised in accordance with the supervision of personal imported articles for personal use, and the requirements for the first import license, registration or filing of relevant goods will not be implemented (except for goods from epidemic areas that have been expressly suspended from import by relevant departments and when risk emergency response is initiated for goods with major quality and safety risks).

It is understood that the cross-border e-commerce bonded import model can also be called the stocking model, which is the main model currently adopted by cross-border e-commerce import business. Under this model, e-commerce platform companies centrally import goods and store them in domestic special customs supervision areas based on market forecasts and consumer demand. They then deliver the goods to customers as personal items based on order requirements. This not only eliminates the possibility of price increases by middlemen, but also eliminates counterfeit goods at the source.
